From 1986 through 2000, Dr. Harkey was president and CEO of Harkey and Associates, Inc., a firm that published market intelligence on the health insurance industry. The market intelligence (newsletters and market guides) were collectively referred to as the Harkey Report and became the industry standard for tracking health plan developments on a regional and national basis. Among the paid subscribers included insurers, pharmaceutical and medical device companies, hospitals, physician groups, governmental entities, and consultants.  In June 2000, the Harkey Report merged with HealthLeaders, Inc. HealthLeaders was later purchased by Decision Resources and continues providing a broad range of industry reports. Dr. Harkey received his Ph.D. from Vanderbilt University in 1979 (Sociology with a focus on health economics) and his B.S. degree in 1967 (Engineering Science with a focus on Aeronautics and Astronautics) from the U.S. Air Force Academy.
